Pet import rules can change without much notice. Always verify the latest requirements directly with the Indian AQCS (Animal Quarantine and Certification Services) and USDA APHIS before you begin. This guide is based on official 2024–2025 guidelines but is not a substitute for official government sources or a professional pet relocation agent.

1. Minimum Timeline at a Glance

The minimum realistic timeline is 1 to 2 months from start to boarding. Do not underestimate this — missing one step means missing your flight.

Day 1: Implant ISO-compliant microchip. Administer Rabies vaccine (and other required vaccines). Microchip must be done before the rabies vaccine.

Day 2–14: Apply for the AQCS Advance NOC online (allow 7–14 days processing time). Book your flight and cargo/cabin pet slot — these fill up fast.

Day 20–29 (within 10 days of flight): Visit USDA-accredited vet for the final international health certificate. Submit for USDA APHIS endorsement via VEHCS (allow 1–3 business days).
Day 30+ (earliest possible flight): Rabies vaccine must have been given at least 30 days before travel.

2. Step 1 — Microchip

Standard: ISO 11784/11785 (15-digit)

India requires an ISO 11784/11785 compliant, 15-digit, non-encrypted microchip. This is the international standard. Your vet in the US can implant this. Verify the chip is readable with a scanner before you leave the clinic.

⚠️ If Your Pet Has a 10-digit Chip

Many US-born pets have 10-digit (non-ISO) chips. India's scanners may not read these. If your pet has a non-ISO chip, you must bring your own compatible scanner to the airport at arrival. If customs cannot read the chip, the pet faces mandatory quarantine or entry refusal. Consider having a new ISO chip implanted alongside the old one.

Critical Order of Operations

The microchip must be implanted before the rabies vaccination. The health certificate links the chip number to the vaccination record — if the chip comes after the vaccine, the documentation chain is broken and USDA will not endorse the certificate.

3. Step 2 — Vaccinations

Rabies Vaccine (Required for Dogs & Cats)

  • Must be administered at least 30 days before travel (this sets your earliest possible flight date).
  • Must be administered no more than 12 months before arrival in India.
  • The vaccination certificate must state the manufacturer name, batch/lot number, and vaccine expiration date.

🐕 Dogs — Additional Vaccines Required

  • Canine Distemper
  • Parvovirus
  • Leptospirosis
  • Canine Hepatitis (Adenovirus)
  • Leishmaniasis

All vaccinations must be stated on the USDA health certificate.

🐈 Cats — Additional Vaccines Required

  • FVRCP (Feline Viral Rhinotracheitis, Calicivirus, Panleukopenia / Feline Enteritis)

The health certificate must state the pet shows no clinical signs of infectious disease.

✅ Rabies Titer Test (RNATT) — NOT Required for Entry to India from the US

India does not require a Rabies Neutralizing Antibody Titer Test (RNATT) for pets arriving from the United States. However — see the Return to US section below for an important reverse warning if you ever plan to bring your pet back to America.

4. Step 3 — India AQCS Advance NOC

What is it?

Before your pet can board a plane to India, you must obtain an Advance No Objection Certificate (NOC) from India's Animal Quarantine and Certification Services (AQCS) — a division of the Department of Animal Husbandry and Dairying (DAHD). Airlines will deny boarding without this document.

How to Apply

  • Apply online via the AQCS portal or through a pet relocation agent in India.
  • Required documents: pet's vaccination records, owner's passport copy, and proof of import purpose (Transfer of Residence, re-import, or DGFT licence for short stays).
  • Apply at least 7–14 days before departure. Starting earlier is always safer.

AQCS NOC Fee

The AQCS NOC application fee is ₹1,000 per pet. This does not include veterinary fees, USDA APHIS endorsement fees, or airline pet fees.

Import Purpose Types

  • Transfer of Residence (TR): Permanent relocation — most common for returning NRIs.
  • Re-import: If the pet was previously registered in India.
  • Short Stay / DGFT Licence: For temporary visits.

5. Step 4 — USDA Health Certificate

What You Need

  • An international health certificate completed by a USDA-accredited veterinarian.
  • The certificate must then be endorsed by USDA APHIS via their online system (VEHCS — Veterinary Export Health Certification System).
  • Endorsement typically takes 1–3 business days.

⚠️ Timing is Critical

The health certificate must be issued and endorsed within 10 days of your travel date. Schedule your final vet appointment at the right time — too early and it expires, too late and the endorsement won't clear in time.

Aim for the vet visit on Day 20–24 before travel so you have buffer for USDA processing.

6. Airlines, Cabin vs. Cargo & Heat Embargoes

🌡️ Summer Heat Embargoes — Plan Carefully

Most airlines impose temperature embargoes on live animal cargo when ground temperatures at origin, transit, or destination airports exceed approximately 29°C (85°F). Indian summers (April–September) regularly exceed this in Delhi, Mumbai, and Chennai. Many airlines effectively ban cargo pets to India from May to September. If you are moving in summer, choose cabin travel or a winter move date.

Air India (Recommended for India Routes)

Often the best option for pets on India routes. Allows pets in-cabin (up to 10 kg including carrier) and as checked cargo. Pet cabin space is limited — book well in advance. Air India is generally more flexible on India routes than Western carriers.

Lufthansa

Allows in-cabin pets on many routes. Cargo acceptance is subject to strict heat embargo rules in summer months. Check individual route policies carefully.

United / KLM and Others

Heavily restricted or entirely embargoed for cargo pets to India during summer months (May–September). Verify directly with the airline before booking. Do not assume cargo is available.

Maximum pets per passenger: 2 pets may be imported under one person's Transfer of Residence.

7. Arrival in India & Quarantine Rules

✅ Approved Ports of Entry

Pets can only enter India through airports with an AQCS inspection station:

  • New Delhi (IGI Airport)
  • Mumbai (CSIA Airport)
  • Bengaluru (Kempegowda Airport)
  • Chennai (MAA Airport)
  • Kolkata (NSC Bose Airport)
  • Hyderabad (RGIA Airport)

Do not connect through or arrive at any other Indian airport with your pet.

Quarantine: When Is It Required?

There is no routine mandatory quarantine if all of the following are true:

  • Microchip is present and readable by AQCS scanners
  • All vaccinations are current and documented correctly
  • Valid Advance NOC from AQCS is presented
  • USDA APHIS-endorsed health certificate is current
  • Pet appears clinically healthy on arrival

If any document is missing, mismatched, or the pet appears unwell, the AQCS officer can order 15–30 days quarantine at an AQCS facility, at the owner's expense.

8. Planning to Return to the US? (Critical Read)

🚨 The US CDC's "Dog-Mediated Rabies" Rule

The US CDC classifies India as a high-risk country for dog-mediated rabies. This means bringing your dog back from India to the US requires additional steps that must be arranged before you leave the US — not after you arrive in India.

  • A CDC-approved Rabies Titer Test (RNATT) must be done for your dog — blood drawn at least 30 days after the rabies vaccination and at least 28 days before your return to the US.
  • The titer test must be performed at a CDC-approved laboratory. In the US, NVSL and Kansas State University are approved. If you have not done it before leaving the US, you will need to find an approved lab in India.
  • Failing to have a valid titer test result means your dog will be refused entry to the US or held in CDC-supervised quarantine at your expense.
  • Best practice: If you think there is any chance you will return to the US with your pet, complete the titer test before leaving the US. Results are valid for 3 years.

Note: This CDC rule applies specifically to dogs. Cats are not currently subject to the same restriction when entering from high-risk countries.

Total cost (excluding airline ticket) typically ranges from $600–$1,500+ depending on pet size, airline, and whether a titer test is needed. Quarantine, if triggered, is an additional significant cost at AQCS daily rates.
